TUCSON, Arizona — Keys Inc. has issued a direct and urgent appeal to President Donald J. Trump to sign an Executive Order enacting the Locksmith Industry National Certification Act (LINC Act) —designed to standardize locksmith licensing nationwide.

The proposed LINC Act would create a federal licensing and certification standard, backed by mandatory FBI background checks, a national locksmith registry, and periodic renewal requirements to ensure only vetted, trained, and ethical locksmiths operate in the United States.

No federal legislation has yet been officially introduced in Congress.

"President Trump's administration has always stood for law, order, and keeping Americans safe," said Loay Jamal Alyousfi, CEO of Keys Inc. "This is a low-cost, immediate-impact solution to a nationwide security gap — and we believe his leadership is the strongest path to make it happen now."

Editor's Note: Our September issue will include a comprehensive article on locksmith licensing, along with results of an opinion poll that showed most locksmiths are opposed to federal licensing.

The LINC Act at a Glance

Keys Inc. cites the following advantages:

  • One Standard Nationwide: Creates a single federal locksmith certification, ensuring consistent professional and security standards.
  • No Cost for Certified Locksmiths: Certification fees waived for locksmiths already holding recognized state or industry credentials.
  • Higher Public Safety: Stops unvetted, unqualified individuals from performing locksmith work.
  • Interstate Freedom: Certified locksmiths can operate in any state without additional licensing hurdles.
  • Support for Small Businesses: Reduces red tape and expands business opportunities for legitimate operators.

"Locksmiths are America's first responders for security breaches and lock emergencies," said  Alyousfi. "It's just common sense to have a unified standard that keeps our country secure, empowers honest locksmiths, and eliminates bad actors. This administration has the momentum to make it happen — and we're here to lead the charge."
